It doesn't look like it's using the same font size as Control Panel applets, or the dialogs in Visual Studio 2017, for example.

That project type (which was killed from visual studio and sadly brought back to life as an extension after thousands of app developers complained it was gone) is known by windows installer experts to be of very poor quality. It is a failure in many ways. In this case it's including a custom action to detect the NetFX version and it's blowing up and aborting the installation. My guess is it's written in Native Code using a compiler / libraries that lacks Windows XP support.
If I was you, I'd consider checking out Windows Installer XML (WiX) or InstallShield Limited Edition. Both are free, the former is open source. If you go the WiX route, I maintain an open source project on CodePlex called IsWiX. Download lagu petra sihombing mine versi inggris. IsWiX gives you project scaffolding and graphical designers to write 99% of your installer. The shortcuts designer isn't finished yet so that we be about 5 lines of XML you have to author by hand. Examples of shortcuts can be found in the IsWiX installer source tree.

CheckFX is the internal custom action that checks whether the .NET runtime is installed. Game maker spaceship engineering. In Visual Studio (2012 in my case), is it possible to decrease (or increase) the font size of a user's Solution Explorer? I'd like to decrease it to save screen space a bit.

Change the font size of that setting, all Font size in the Explorers (Solution Explorer, Server Explorer and Toolbox) and menus will change.

In my case, I got really small fonts when opening .CS files, small font in Package Manager Console, small font in Find window (opens by Ctrl+F), but other fonts (like fonts for .TS files) were fine. I was able to put custom font size through Tools->Options->Environment->Fonts and Colors but I had to set the size to be 14 instead of the default 9 value and it helped for .CS editor but hurt the .TS editor and it did not modify the font in the Find window.
The only solution in my case was using CTRL + Mouse Wheel Up functionality to enlarge the fonts. I was able to return to the default font sizes everywhere and it also adjusted my Find window font size.
